Update 08/13/15: Rowan County, Kentucky Clerk Kim Davis defied a court order Thursday by having her office deny a same-sex couple a marriage license. Several media outlets report a deputy clerk told David Moore, trying to marry his partner of 17 years David Ermold,  the office is still not issuing marriage licenses.

The Kenton County Sheriff's Office, Sheriff Charles Korzenborn, and School Resource Officer Kevin Sumner are named in a federal lawsuit filed on behalf of two students who were eight and nine when "shackled" to control behavior problems last school year.

Ohio’s “Golden Week” of early voting – which Ohio Democrats love and Ohio Republicans hate – may make a comeback this fall.

When Ohio Secretary of State Jon Husted and his fellow Republicans in the Ohio General Assembly cut the number of early voting days in Ohio from 35 to 29 and restricted early voting hours, there was no doubt the issue would end up in federal court.

It was just a matter of which group would get to the federal courthouse first.

As it turned out, it was the American Civil Liberties Union (ACLU).

A new report from the ACLU says pay-to-stay jail fees are not the revenue generator they appear to be. The American Civil Liberties Union studied such programs at three jails, including the Hamilton County jail. During a news conference Wednesday, the ACLU said collections agencies often pose an additional financial drain on counties, with minimal results and often ruin the credit rating of people who have left jail but cannot afford to pay these fees.
