Cincinnati City Manager Harry Black said Wednesday there's a "small, fringe element" in the city's police department that's committed to disrupting what's good about the agency.
Black's comments came after a newspaper report questioned overtime spending by the police department.
Black told reporters after a council meeting that the internal department audit wasn't complete.
"Never should have been released by whomever released it from within the department," Black said. "It's a work in progress. The chief was reviewing a draft document. I've not even seen it myself until today."
Black said he's working with the city solicitor to determine the best way to deal with the problems.
Earlier Wednesday, in an e-mail to the mayor and council members he had suggested having the U.S. Attorney's office investigate.
It also comes after a district captain said in a complaint to the U.S. Equal Employment Opportunity Commission that two assistant chiefs and a captain are working to oust Police Chief Eliot Isaac.
District Five Captain Bridget Bardua in the EEOC complaint alleged Assistant Chiefs David Bailey and Paul Neudigate along with Captain Jeffrey Butler are working to oust the chief.
Bardua and some officers under her command are mentioned as having excessive overtime in the news report on overtime spending.
An attorney for Bailey and Butler said, in a statement shared on Twitter, the men deny the allegations.
