Steve Beshear announced an expansion of the&nbsp; L'Oreal manufacturing plant .</p><p align="left">This summer it was reported that L'Oreal would invest 42 million dollars at the New Buffington Road facility, nearly doubling the size of the plant and creating 200 jobs.
